Gopher State One Call seeks to review applications for Board membership and/or users’ group participation. In particular, GSOC seeks subject matter expertise from Greater Minnesota municipal water and sewer systems, the agricultural industry (particularly expertise concerning drain tiles and excavations), the pipeline industry, engineering and other industry sectors not currently represented on GSOC’s Board. Gopher State One Call is a non-member Minnesota nonprofit corporation with oversight provided by its Board of Directors, consisting of Directors from a wide spectrum of damage prevention industry stakeholders. For further information, history and background, see the Board Election Policy.

Highlights: September 1, 2021

  • Chair’s Report: Meeting minutes for June 2nd were approved.
  • Legislative Report: None.
  • COO Report: Education videos are allowing us to reach additional audiences despite the pandemic. Ticket volumes are down 1.5% from 2020, almost entirely from less home owner tickets. Review of the procedural change to start times. Increased tracking of cut line calls and locator related calls to the help desk. Review of extra time afforded to locators by excavators. Metrics project update. Development of crisis communication plan. Update of MN Underground Utilities Mapping Project. Additional work on providing data analytics on the GSOC website.
  • MNOPS Report: Revisions to complaint system encourage stakeholders to try and work out issues amongst themselves prior to contacting MNOPS. Planning for 2022-2024 Safety conferences has begun. Damage rates - up slightly in 2020 are down slightly as of mid 2021. Enforcement activities are down compared to 2020. Disputes over refresh marks vs new tickets. MnOPS is working to clarify with the individual parties.
  • PR/Awareness Report:  No state fair activity this year, but substantial continued media outreach.
  • OCC Report: Total number of online submitted tickets and overall tickets are doen for the summer. Review of defective tickets and necessary callbacks are at approx 7.5%. Callbacks give the opportunity to provide further education and encourage people still using NextGen to try the latest nxt version of the software. 98.75% compliance on KPIs during July.

Highlights: June 2, 2021

  • Chair’s Report: Meeting minutes for May 5th were approved.
  • Legislative Report: None.
  • COO Report: Ticket volumes up 3% YTD as of the end of May. Discussion of meet tickets vs 2nd updates for extended ticket life. Concensus was that people need more time to get comfortable with meet tickets.
  • MNOPS Report: Encouraging stakeholders to resolve 216D issues. Two new investigators starting in June. MNOPS continues to focus are timeliness, accuracy and white markings by excavators.
  • PR/Awareness Report: Call for volunteers at the State Fair Booth. Several other initiatives are being pushed back to later in the season due to COVID concerns.
  • OCC Report: All 6 training classes were completed and 1 online training, no cancellations. 98 CSRs currently on staff. April ticket volume was over 100,000 again this year with increases for both excavators and homeowners. Homeowner usage of ITIC Lite is at 63% avoiding calls that take much more time to process. 7 companies are now approved for direct release and more than 1500 map updates from 47 counties have been installed this year.
  • Additional Analytics: Discussion of making current/real time data avaialble for stakeholders. 
  • Board Discussion: Communication between excavators and locators can still be improved. Not white lining is occuring too often. Emails from MUCA to MNOPS had GSOC and several facility operators copied on the chain. GSOC board decided it wasn't their place to respond and no response has been heard from MNOPS at this point.

Highlights: May 5, 2021

  • Chair’s Report: Meeting minutes for March 17th and April 7th meetings were approved.
  • Legislative Report: MnOPS budgetary proposal for the next Biennium has been accepted.
  • COO Report: Ticket volumes are up 11% year to date. A number of porcess changes went into effect April 30th.
  • PR/Awareness Report: Changes to the MN State Fair booth this year and call for volunteers.
  • OCC Report: CSR training classes were completed with a total of 98 CSRs currently on staff. Aprill ticket volume was over 100,000 again. There are now 6 companies approved for direct release of online submitted tickets. Process improvements regarding white lining or entire lot marking have been put in place.
  • Additional Analytics: Proposal for real time analytics to be added to website. 
  • Board Discussion: Emails from MUCA to MnOPS requesting changes to MS216D in regards to mandating facility operator phone contacts.

Highlights: April 7, 2021

  • Chair’s Report: Dave Hunstad congratulated OCC employees on promotions. Kimberly Boyd is being promoted to Customer Relationship Manager for some western states including Minnesota.
  • Board Discussion: Reports from the Field. Jason Ponciano and Keith Novy noted significant contributions to ticket volumes due to cable drops and project builds as communications companies continue to build out infrastructure.
  • MnOPS Update: Thomas Coffman from the Office of Pipeline Safety advised the MnOPS virtual safety conference will be on April 16 and invitation reminders will go out shortly.
  • Chief Operations Officer Report: Barb Cederberg noted the GSOC Strategic Plan continues to drive activities both within and outside the notification center. In general, the call center is operating very well and early ticket volume for the first 3 months of the year is up 23%.
  • OCC Report: Kimberly Boyd indicated this would be her last presentation as General Manager of the center and noted how much she has enjoyed serving as General Manager for the notification center.

Highlights: March 17, 2021

On March 17, 2021 at 9:00 a.m. by Zoom videoconference, the Board of Directors meeting was called to order by Chair Dave Hunstad. Roll call was taken and a quorum was determined to be present. Dean Parker was asked to act as recording secretary.

Barbara Cederberg provided a brief update. Several promotions are pending at the notification center. The underground mapping project team subgroups are active and are working on best practices for maintaining and sharing GIS data. The Board was reminded that the MnOPS conference will be virtual this year on April 16.
